When a Meta account is still new or running on a low budget, interest-based targeting can make sense, as there isn't enough data for the algorithm to learn effectively on its own yet.

In practice, this means that you can at most set an age limit as a hard constraint, but leave most other things up to the algorithm. It may sound counterintuitive to give up control, but the point is that with enough data, the algorithm is actually better at identifying the right buyers than a manual, static interest setup, especially because it can detect patterns and correlations that are not obvious when you choose interest categories yourself.
Why creative content is becoming the new targeting
When targeting becomes broad, differentiation shifts elsewhere: to the creative content itself. Instead of targeting different ads at different interest groups, you let different creative angles and hooks appeal to different parts of the broad audience, allowing them to self-select based on what resonates with them.
This means that an ad with a specific angle will naturally be shown to and clicked on by the people that angle speaks to, without you needing to define it manually via interest settings. The algorithm learns from who reacts to which creative content and then optimizes delivery accordingly.

1. Build ad sets around broad audiences, not interest categories
Instead of creating separate ad sets for each interest group, consolidate your budget into fewer, broader ad sets that give the algorithm more data to learn from at once.
2. Differentiate by content type and funnel stage instead of audience
Structure ad sets according to the type of creative content being shown and where it hits in the customer journey — for example, branding videos for the top of the funnel versus UGC content for the middle.
3. Systematically build creative variation into your testing
Because the creative carries the differentiation, broad targeting requires a constant supply of new angles, hooks, and formats — not just a single winning ad that runs indefinitely.
4. Avoid placing unnecessary demographic constraints
Even a seemingly logical constraint — such as gender, if the product is primarily purchased by one group — can be unnecessary because the algorithm often finds the right distribution itself if allowed to do so.
Broad targeting is not universally right in every situation. There are still scenarios where narrower targeting is relevant:
- A brand new account without enough conversion data for the algorithm to learn effectively yet
- A very small market where even broad targeting doesn't give the algorithm much to work with
- Specific retargeting or custom audience objectives where the target group must inherently be defined and limited
Outside of these scenarios, broad targeting is typically the strongest path forward as spend increases.
